When A&E nurses faint in extreme heat and classrooms hit 40°C, the gap between the Potential (what resilience should be) and the Actual (a department of only 20 staff) is the violence itself. Burnham's strategy is to use the cultural layer as a shield, framing climate talk as a trigger for 'culture wars' to make the issue politically untouchable.

The irony lies in his previous carbon-neutral pledges as Mayor of Manchester. It proves he has the cognitive capacity; he simply chose complicity upon entering No 10. He dares to blame predecessors for social care failures because that is a safe political narrative, but stays silent on climate collapse because that would challenge the interests of capital and power. This selective blindness is a staple of masculine-centric narratives: as long as the power seat and approval ratings are secure, the physical suffering of the bottom can be redefined as 'unavoidable' rather than 'political failure.'
