In reality, it is a sinister escalation of structural violence. The presence of the army signifies a temporary, unstable state of occupation; the arrival of the police signifies the integration of this land into Israel's domestic administrative system. This is not a reduction of violence, but a conversion of illegal occupation into factual Annexation through a change in the identity of the enforcer.
The subtext of this game is brutal: the army's "inability" or "unwillingness" to stop settlers besieging Palestinian families is a tacit complicity. By shifting power to the police, Israel seeks to construct a normative legal framework that absolves the military of responsibility, making settler violence appear legitimate or routine under the guise of "domestic policing." This is a textbook example of weaponized expression—using the cognitive entry of "public order" to mask the reality of ethnic cleansing.
Most ironic is Ambassador Huckabee's description of settlers as a "very small minority." This narrative is a classic operation of meta violence: by defining the aggressors as a minority, the broader movement is granted legitimacy. When soldiers stand by as settlers seize homes, or even evict Palestinian families to create "military bases," the direct violence requires no further explanation. The so-called "transfer of power" is merely putting a "civilized state" uniform on a meat grinder.
