The Croatian PM thanks firefighters; UK PM Andy Burnham praises their bravery. This is a classic narrative pattern: by shifting attention to the "heroism" of the execution layer, the structural dereliction of the decision-making layer is rendered invisible in the public eye.

According to Galtung's Violence Triangle, this is not just a direct natural disaster, but typical structural violence. When 150 million people endure temperatures above 35°C and wildfires become a "worst in recent years" norm, it is no longer a random accident, but the concretization of the structural violence known as climate breakdown. Yet, politicians are masters of weaponized expression: they occupy the cognitive entry points with "concern" and "gratitude," downgrading a political crisis of survival rights into a mere administrative issue of emergency response.

Most ironic is Andy Burnham's silence. While performing as a "connected" leader on social media, he remains mute on the core issue of the climate crisis. This silence is a form of complicity. He is in complicity with economic interest groups that refuse to face climate reality, attempting to offset the warnings of climate scientists with the medals of firefighters. They want the public to remember the moment the fire was extinguished, not why the fires are burning so frequently and intensely.

When a national leader refuses to discuss the root cause of the devastation before him, he is seizing the power of interpretation by defining "what facts are worth discussing." In this narrative, victims are defined as "citizens needing rescue," while the true perpetrators—the industrial structures and political inertia driving climate breakdown—become the only characters absent from the report, shielded by their co-conspirators.
