This narrative is classic: quantifying cultural output via Sundance selections, Screen Scotland funding, and BFI appointments. It is not a discussion about cinema, but about the 'qualified industrialization of expression.'

Within this 'health' lies a subtle structural violence. Scottish filmmakers are encouraged to seek expressions that 'travel internationally,' which effectively means internalizing the aesthetic standards of London or Hollywood. When producer Ken Petrie frets over how to make work that appeals to the 'global marketplace,' he admits that the actual pricing power resides elsewhere. This surrender of cognitive entry points turns local expression into a performance designed to win approval from the hegemony.

Ironically, the most 'hyperlocal' documentaries receive the most admiration. Under the logic of meta-violence, the truth of the periphery is only accepted by the center when it is framed as 'exotic' or a 'local specimen.' This is not a peer-to-peer dialogue, but a condescending gaze. The 'success' of Scottish cinema depends on how well it fits the role of a 'vibrant yet compliant regional industry.'

True good_news would not be the number of films in a festival, but whether creators have reclaimed the power to define 'what makes a good film.' If 'health' means occupying a comfortable niche within a value chain defined by London, then this health is a form of complicity. It uses a warm PR narrative to mask the fact that cultural expression is being colonized by capital and geographic centrism.
