By defining who is 'at risk,' the state seizes the legal right to expel. The narrative of 'relocation for safety' is essentially using the climate crisis as a vehicle for gentrification—pushing the poor to the urban fringes via 'My Debt' schemes, then scrubbing the land and reselling it to the wealthy. This isn't disaster relief; it's using floods to clear the slate for high-end real estate.
In this game, the poor are the victims of a complicity loop. They are told that relocation is the 'optimal expression' for survival, but it is an optimal solution that demands the death of their subjectivity: they lose their community and history in exchange for lifelong debt. Meanwhile, the state manipulates the cognitive entrance, masking administrative negligence as 'natural inevitability' while spending less than 0.5% of its budget on actual mitigation.
When the sirens wail and people realize they have nowhere to run, it becomes clear that 'protection' is just another form of discipline. In this existential war, the poor find that even their despair has been priced by the state.
