当伦敦警察厅的警员将遇害女性的照片在 WhatsApp 群组里传阅并称其为“dead birds”（死鸟）时，这绝不是个别警员的素质问题，而是一次赤裸裸的 meta violence（元暴力）现场。在男性中心叙事中，女性的身体被预设为客体，而一旦死亡，她们就从“性资源”变成了“废弃物”。这种从“物”到“废弃物”的逻辑转换，正是元暴力的核心：它定义了谁是主体，谁是可被消费或丢弃的客体。
更令人作呕的是结构层面的共谋 (complicity)。在 Simon Levy 案中，一名性工作者的死亡被轻视，直到另一个“符合标准”的母亲被杀，警方才意识到这是一个连环杀手。这意味着，在警察厅的认知入口里，性工作者的生命价值被定价为零。他们通过这种筛选机制，决定了谁的死亡是“悲剧”，谁的死亡只是“日常”。这种 structural violence（结构暴力）将直接暴力合法化——因为如果受害者被定义为“不重要”，那么对她的暴力就失去了紧迫性。
面对这种系统性溃败，政府和警方的道歉不过是表演性的 PR。当组织庞大到无法被管理，且其文化底色由 misogyny（厌女）和 racism（种族主义）构成时，任何所谓的“改革”都只是在元暴力的地基上刷漆。只要警察依然拥有决定“谁重要”的解释权，他们就永远是这套暴力机器的共谋者。

In a masculine-centric narrative, the female body is preset as an object; once dead, she transitions from a 'sexual resource' to 'waste.' This logic of transition from object to scrap is the core of meta-violence: it defines who is the subject and who is the disposable object.
Even more repulsive is the complicity at the structural level. In the Simon Levy case, the death of a sex worker was ignored until a 'standard' mother was killed. This proves that in the Met's cognitive entry point, the life of a sex worker is priced at zero. Through this filtering mechanism, they decide whose death is a 'tragedy' and whose is merely 'routine.' This structural violence legitimizes direct violence—because if the victim is defined as 'unimportant,' the violence against her loses its urgency.
Facing this systemic collapse, government and police apologies are mere performative PR. When an organization becomes too bloated to be managed and its cultural bedrock consists of misogyny and racism, any so-called 'reform' is just painting over the foundation of meta-violence. As long as the police hold the interpretative power to decide 'who matters,' they remain the primary complicitors of this violence machine.
