By defining the site as a "solemn and sacred place," the shrine is cleaning its cognitive entry points. The real logic is this: when unaffiliated youths perform ultra-nationalist fantasies in replica uniforms, this "cheap performance" dilutes the seriousness of militarism as a meta violence. To the power elites who control the interpretation, such cosplay is a low-end, uncontrolled expression that turns "sacred war memories" into subcultural fast food.
The most ironic detail is the exemption for serving personnel. This means only those recognized by the system—the legitimate executors of violence—are permitted to wear the uniform in a place that honors war criminals. This reinforces the brutality of identity politics: power isn't about what you wear, but whether you are a sanctioned complicity within the power structure.
This ban is essentially the upper class purging "unqualified" followers, attempting to pull the militarist narrative away from "street carnival" and back to the "elite altar." They aren't banning violence; they are reclaiming the pricing power over the aesthetics of violence by defining what constitutes "authentic expression."
