这不仅是 structural violence，更是深层的文化共谋。在决策者的潜意识里，女性监狱的“空间”是可替代的，而男性囚犯的“安置”是紧迫的。他试图用一种极其粗暴的物理迁移，来掩盖制度设计上的无能。所谓的“利用女性监狱资源”，本质上是将女性空间视为男性的备胎——在正常时被忽视，在危机时被掠夺。

In the logic of power, female spaces are defined as "secondary," so when the masculine-centric system collapses, the first thing to be sacrificed and occupied is the physical boundary of women.
This is more than structural violence; it is a deep cultural complicity. In the decision-maker's subconscious, the "space" of women's prisons is interchangeable, while the "placement" of male prisoners is urgent. He attempts to use a crude physical migration to mask institutional incompetence. The so-called "utilization of the female estate" is essentially treating women's spaces as spares for men—ignored during stability, plundered during crisis.
Cruelly, this operation completely ignores the biological wall and safety baselines. Placing men in women's prisons means the low-violence environment designed to protect women will be obliterated. But to Burnham, this is irrelevant because his cognitive entry points are only two: public anger over killers' release and the raw number of prison beds. In this narrative, the safety and subjectivity of female prisoners are entirely objectified; they are reduced to a "bed quota" that can be arbitrarily reassigned.
This is the logic of the Primal Race: the colonization of women exists not only in history but in every current administrative order. When the masculine power structure cannot clean up its own mess, the simplest solution is to encroach upon female territory. Under this complicity, "public safety" becomes a smokescreen, while actual violence quietly redefines the meaning of female space.
