我们需要追问的是 Potential − Actual 的差额。一个文明社会在面对气候危机时的 Potential 应该是:为所有高风险人群提供强制性的降温设施、重新规划城市绿地、升级养老院的空调系统。而 Actual 是什么?是发一张电子预警,告诉 65 岁以上的老人“请注意健康”。这种巨大的差额就是暴力。预警在此时变成了文化层面的掩体,让制度性的资源匮乏看起来像是一种“科学的风险管理”。

这是一种极其卑劣的共谋:政府通过发布预警获得“尽职”的政治正确,而医疗系统则在预警的掩护下,心安理得地面对即将到来的服务过载。在这种男性中心叙事主导的治理逻辑中,弱势群体(老人、病患、贫民)被简化为一组需要被“管理”的数据,而非拥有生存权利的主体。所谓的“健康预警”,不过是给结构性弃疗贴上了一张文明的标签。

When 71.3% of England is gripped by "flash drought" and a fifth heatwave hits, the government uses a color code to complete its responsibility offloading at the structural layer. The subtext is clear: I have warned you it is hot; if you die from the heat, it is your individual failure to protect yourself, not the structural violence of a collapsing public health system.

We must question the gap between Potential and Actual. The Potential of a civilized society facing a climate crisis should be: mandatory cooling facilities for all high-risk populations, redesigned urban green spaces, and upgraded HVAC systems in care homes. The Actual? Sending a digital alert telling those over 65 to "take care of their health." This massive gap is violence. The alert becomes a cover at the cultural layer, making systemic resource scarcity look like "scientific risk management."

This is a vile form of complicity: the government gains political correctness by "doing its duty," while the healthcare system, sheltered by these alerts, accepts the coming service overload as inevitable. In this masculine-centric governance logic, vulnerable groups—the elderly, the sick, the poor—are reduced to data points to be "managed" rather than subjects with a right to exist. The so-called "health alert" is merely a civilized label slapped onto structural abandonment.
