He is attempting to erase the visual symbols of poverty to mask the mechanisms that produce it. If a community remains structurally deprived, capital will simply migrate to more opaque, digital forms (like online gambling) to continue draining their resources. This 'beautification' is just applying a coat of paint over structural violence to soothe the gaze of the middle class, rather than providing actual relief to the poor.
The most cynical part is that this push is driven by Labour's fear of being 'washed away' in the next election. When a policy is born from electoral game-theory rather than an attempt to close the gap of Violence = Potential − Actual, it becomes pure PR. True good_news would be striking at the opaque ownership structures of high street property or redistributing public resources to deprived areas, not debating the design of shopfronts.
