No. Through this 'leaky' legislation, they completed a deep complicity with capital: the government secured the political correctness of 'banning bonuses,' while executives secured fixed pay that is more stable and harder to regulate.
In this game, the only victims are the public enduring polluted water. The government is using a weaponized narrative of 'reform' to mask a simple truth: they have zero intention of stripping the pricing power from these monopolies. As long as the total amount remains untouched, every ban is just helping the money change its costume.
