When the state weaponizes uncertainty, 'reviews' become mere tools of complicity to sustain violence.

IPP(公众保护监禁)不是一种法律判决,而是一种纯粹的心理武器。它最阴毒的地方在于制造了一个没有终点的 Potential,让 Actual 永远无法抵达。一个人因为偷花盆或偷车而被无限期囚禁,这种“不确定性”本身就是一种 direct violence,它通过剥夺时间的主权,直接将囚犯推向自杀。

IPP is not a legal sentence; it is a pure psychological weapon. Its most sinister mechanism is the manufacturing of an unreachable Potential, ensuring the Actual never arrives. Indefinite detention for stealing a flowerpot or a car is direct violence—it seizes the sovereignty of time and pushes the prisoner toward suicide.

What is truly nauseating is Andy Burnham's proposed 'new review.' After the legal community, human rights groups, and even the architect of the system admitted it was a scam, the government continues to manipulate the 'review' as a cognitive entry point. In the game of power, a review is rarely about finding answers; it is about delaying execution. Every review is simply a fresh coat of paint on structural violence, using a facade of 'rationality' and 'due process' to mask a brutal truth: politicians are terrified of appearing 'soft on crime.'

This is a classic field of complicity. Politicians perform 'concern' in the public square while privately blocking legislation to protect their political capital. They conspire to maintain a system acknowledged as a 'stain' because that stain buys them votes. Under this meta-violence, human lives are quantified as chips in a political gamble, and the resulting deaths are dismissed as the mere cost of 'risk management.'
