The emergence of 1 million NEET youth is not a failure of talent, but structural violence precisely pruning away their possibilities. By shifting budgets from early-years services to unemployment benefits, the state is performing a sinister accounting trick: sacrificing the subjectivity of an entire generation for the sake of immediate fiscal optics.

This pivot from Prevention to Firefighting is meta-violence in disguise. Through the narrative of 'austerity,' the collapse of public services is framed as an economic necessity—a weaponization of the cognitive entry point. It convinces young people that 'the game is rigged,' leading them to internalize this failure as a personal lack of merit rather than a systemic murder. When a child is deprived of support in preschool, their 'optimal expression' is forcibly redefined as 'surviving on benefits.'

The most cynical complicity lies in the financial scam of this system. Spending £25 on benefits for every £1 spent on employment support is a grotesque inefficiency that maintains a 'crisis dependency.' The system preserves its power by managing crises rather than eliminating them. By dismantling the foundations—like the Sure Start hubs—the state ensures that the power to allocate resources remains tied to the act of 'firefighting.'

While the call for a 'preventive state' sounds like good news, we must be wary of another PR rebrand. If this is merely a budget increase without dismantling the masculine-centric management logic that views humans as 'costs' rather than 'subjects,' it will only become another tool for discipline. True victory is not about transforming NEETs into 'successfully placed labor,' but about returning the power of interpretation over their own lives to the youth themselves.
