This narrative stigmatizes the vitality of public space as 'nuisance behaviours.' Who defines 'nuisance'? A handful of vocal residents in expensive apartments who demand absolute silence. Through complicity, they attempted to translate their aesthetic preferences into structural violence, erasing any existence that doesn't align with their class taste.
Sadiq Khan's intervention is a timely structural correction. By using data to expose the abysmal approval rates for licenses, he debunked the manufactured 'overload' narrative. When he noted that decisions were skewed toward 'highly vocal residents,' he pointed directly at the chain of complicity. The good news is that this aesthetic-driven administrative violence was intercepted by a higher power, moving the Actual closer to the Potential. However, we must remain vigilant: this victory happened within the power hierarchy. Those whose expressions are labeled as 'nuisance' still lack the actual power of interpretation when the next 'civilizing' mission begins.
