The Finnish immigration service's decision to deport the Belov family perfectly demonstrates how structural violence is executed through the guise of "individual assessment." Official rhetoric always emphasizes "case-by-case evaluation," but the data tells a different story: between 2022 and 2026, Finland deported 1,039 Russians, the highest number of any nationality. When deportation becomes a statistical norm, "individual assessment" is merely a performance with a predetermined ending.
This is a classic weaponisation of cognitive entry points. Since joining NATO, Finland has shifted its border management from a "humanitarian" mode to a "national security" mode. In the official narrative, asylum seekers are labeled as part of a "hybrid operation," meaning they are no longer victims in need of protection, but weapons deployed by a hostile state. Once the cognitive entry is defined as a "security threat," any evidence of political persecution—whether 3D printers or thank-you notes from Ukrainian soldiers—is diluted within the bureaucracy as "no real risk."
The most sinister complicity occurs in the reduction of legal aid. By stripping away legal support, the state physically deprives structurally disadvantaged individuals of their ability to game the system. The psychological collapse the Belovs experienced in the detention center was a rehearsal of direct violence at a structural level: before being handed over to Russian police, the Finnish administrative machine had already completed the destruction of their subjectivity.
Human rights have become a luxury good, issued only when they align with geopolitical narratives. If Europe's commitment is merely a rhetorical "protection" while the actual operation is to discard individuals as residuals of geopolitical gambling, then this humanitarian narrative is itself a form of high-level cultural violence: it first offers an illusion of hope, then shatters it within the cold machinery of legal procedure.
