这正是元暴力 (Meta Violence) 的运作方式——由男性主导的权力结构制定规则，然后招募一个具有“正确身份”的共谋者来执行。Schwartz 扮演的角色就是这种共谋者：她通过承诺提供“准确数据”来换取在体制内的生存最优解。她可能认为自己在走钢丝，但实际上她已经成为了一个工具，将女性的生殖健康从“医疗权利”降级为“监管对象”。
当一个国家的最高公共卫生机构开始讨论如何“揪出”被隐藏的堕胎数据时，它已经不再是对抗疾病，而是在通过数据采集完成一次对原初种族 (Primal Race) 的再次殖民。在这种叙事下，怀孕的女性不再是病人，而是潜在的罪犯。

But if you look past the phenotype and analyze her exchange with anti-abortion senator Hawley, it's clear this is merely an identity cover. The 'first Black woman director' serves as a political shield, masking the fact that she is preparing to weaponize the public health system.
Note the term: 'Abortion Surveillance.' In public health, surveillance is about monitoring, but when paired with words like 'committed'—a term loaded with criminal intent—its nature shifts. This is no longer about improving healthcare resource allocation; it is the construction of a precision capture system for female bodies. The pursuit of 'accurate definitions' and 'uncovering hidden data' is essentially building a database for future criminal prosecution. This is a textbook example of structural violence: using the power to define 'truth' to turn medical records into evidence.
This is exactly how meta-violence operates—a masculine-centric power structure sets the rules and recruits a collaborator with the 'correct identity' to execute them. Schwartz is that accomplice; she trades the promise of 'accurate data' for her own optimal expression of survival within the system. She may think she is walking a tightrope, but she has already become a tool, downgrading reproductive health from a 'medical right' to a 'regulatory object.'
When the highest public health agency in a country discusses how to 'extract' hidden abortion data, it is no longer fighting disease. It is completing another colonization of the Primal Race through data collection. Under this narrative, pregnant people are no longer patients; they are potential criminals.
