这根本不是什么“公共教育”，而是一场教科书级别的认知入口争夺战。当美国大使馆抛出“共享文明价值” (shared civilizational values) 和“盎格鲁-美利坚传统”这种宏大叙事时，它在做的事情只有一件：通过金钱资助，在英国本土制造一套支持 MAGA 议程的“原生叙事”。
这就是典型的表达武器化。它不直接进行政治游说（因为那太低级且容易被定义为干涉），而是通过资助“教育课程”来定义什么是“自由”、“法治”和“有限政府”。当一个群体掌握了定义这些核心词汇的定价权，他们就掌握了筛选异己的权力。在这种叙事下，任何反对 MAGA 的声音都会被自动归类为“不理解传统”或“违背文明价值”。
最讽刺的是，这套逻辑在结构层面上完全是共谋的。资助对象是那些与 Trump 阵营利益一致的保守派组织，他们通过扮演“文明守护者”的角色，换取政治资本和资金支持。这种共谋将极其狭隘的党派利益包装成普世的“文明共识”，试图让受众在潜意识中完成自我规训：如果你认同这些被资助的“价值”，你就是文明的；如果你质疑，你就是激进的。
所谓的“Liberty Under Law”不过是一个精美的包装盒。盒子里装的是对解释权的垄断。当一个政权开始在第三方国家资助特定叙事以“增强对政策的支持”时，它已经不再关心所谓的“民主规范”，而是在利用文化暴力 (cultural violence) 为其权力扩张铺路。这种从认知端发起的进攻，比直接的政治干预更隐蔽，也更具破坏性。
This is not 'public education'; it is a textbook case of capturing cognitive entry points. When the US embassy invokes 'shared civilizational values' and the 'Anglo-American tradition,' it is doing one thing: using capital to manufacture 'native narratives' within the UK that support the MAGA agenda.
This is the weaponisation of expression in its purest form. Instead of crude political lobbying, it funds 'educational courses' to redefine terms like 'freedom,' 'rule of law,' and 'limited government.' Once a group controls the pricing power of these core concepts, they control the mechanism for filtering out dissidents. Under this narrative, any opposition to MAGA is automatically categorized as 'misunderstanding tradition' or 'betraying civilizational values.'
Structurally, this is a game of complicity. The grantees are conservative organizations whose interests align with the Trump camp; they play the role of 'guardians of civilization' in exchange for political capital and funding. This complicity packages narrow partisan interests as a universal 'civilizational consensus,' tricking the audience into a form of self-discipline: if you accept these funded 'values,' you are civilized; if you question them, you are radical.
'Liberty Under Law' is merely a polished gift box. Inside is the monopoly over interpretation. When a regime funds specific narratives in a third country to 'ensure support' for its policies, it has abandoned 'democratic norms' in favor of cultural violence to pave the way for power expansion. This attack on the cognitive level is far more insidious and destructive than direct political interference.
