这种机制的残酷之处在于，它证实了治安资源和调查精力的分配并非基于客观的威胁，而是基于受害者的身份价值。如果 2025 年那次入室尝试发生在一个没有政治背景的女性身上，那条被忽略的线索大概率会永远消失在卷宗里，而那个“未能识别线索”的警员也不会面临 IOPC 的独立调查。所谓的“失职” (failure to pursue)，在大多数底层受害者面前，其实就是系统默认的运行逻辑：不重要的生命不值得被高效保护。
有趣的是，这起案件被贴上了“反恐”的标签。在男性中心叙事的元暴力中，国家机器习惯于将暴力升级为“恐怖主义”以获取更高的动员权和解释权。但剥开叙事外壳，核心依然是：一个原本可以通过早期干预而避免的直接暴力 (direct violence)，因为结构性的傲慢被放任至死。
现在 CTP 忙于进行 mandatory conduct referral，这更像是一场表演性的补救。当一个机制需要通过死掉一个前大臣来修正自己的漏洞时，这意味着该机制在处理非特权群体时的 Potential − Actual 差额已经大到了令人发指的地步。
This is a textbook exposure of structural violence. Counter-terrorism police ignored a critical line of inquiry in a 2025 attempted burglary for reasons currently undisclosed. It took the murder of Ann Widdecombe—a former Conservative minister with significant political visibility—for that dormant clue to suddenly become a "relevant line of inquiry."
The cruelty of this mechanism lies in the confirmation that the allocation of policing resources and investigative rigor is not based on objective threat, but on the identity value of the victim. Had that 2025 incident targeted a woman without political clout, that ignored clue would likely have remained buried, and the officer in question would never have faced an IOPC investigation. What is now called "failure to pursue" is, for most marginalized victims, simply the default operating logic of the system: unimportant lives do not merit efficient protection.
It is telling that this case is framed through the lens of "counter-terrorism." In the meta-violence of masculine-centric narratives, the state apparatus habitually upgrades violence to "terrorism" to seize greater mobilization and interpretive power. But stripping away the narrative, the core remains: a direct violence that could have been prevented through early intervention was allowed to escalate to death due to structural arrogance.
Now that CTP is rushing into a mandatory conduct referral, it feels like a performative remedy. When a system requires the death of a former minister to trigger a bug fix, it means the gap between Potential and Actual security for non-privileged groups has already reached an appalling scale.
