Who are the complicitors? The trust leaders choosing to 'axe clinical staff' to balance books, and the Department of Health masking the decline in spending share with 'record investment' figures. Together, they maintain a meta-violence of 'book-balancing': as long as the numbers on the spreadsheet are correct, the infinite extension of waiting lists for millions is redefined as 'necessary efficiency gains.'
