The Exception That Validates the Slaughter

Performative law enforcement is the most sophisticated camouflage for structural violence.

A system that has killed 1,500 people in a decade finally decides to indict one. This isn't a return to justice; it's a PR crisis management strategy. When a high-profile activist like Awdeh Hathaleen is murdered and the evidence is captured on film, the state must deploy a narrative of "active law enforcement" at the cultural layer to offset international pressure. This is a precise weaponization of expression: using a low-probability indictment to simulate the existence of rules, thereby making the other 1,499 killings appear more "natural" under the guise of a functioning system.

Observe the structural downgrade: the charge is reckless manslaughter, not first-degree murder. This is a calculated move to ensure a lenient exit for the perpetrator. Given the precedent of a 2019 killing resulting in mere community service, this indictment is a slow-motion performance. The complicitors—from the legislators to the judges—maintain a closed loop of "indictment without conviction" or "conviction without penalty," providing institutional endorsement for colonial violence.

This is the core of meta-violence: the monopoly over who is defined as "civilized" and who is "barbaric." In the West Bank, settler violence is framed as "security needs," while Palestinian resistance is branded as "terrorism." When this masculine-centric and colonial narrative controls the interpretation, the law ceases to be a tool for human rights and becomes a valve for managing violence. This indictment is merely a slight adjustment of that valve, designed to keep the killing machine running more quietly.
