Met Police 现在的反思和 IOPC 的调查不过是典型的 PR 动作。从 Wayne Couzens 到 Simon Levy,间隔五年,逻辑未变。元暴力(meta violence)在这里表现为一种根深蒂固的男性中心叙事:女性的受害经历被视为“可容忍的噪音”或“低优先级事件”。当警察和法官在决定是否 remand 一个有前科的性犯罪者时,他们潜意识里在衡量什么?他们衡量的是对一个男性的“自由权”的尊重,远高于对潜在受害者“生存权”的预判。

这不是 policing 的失误,而是 policing 的本能。只要这个系统依然将女性视为原初种族——即被殖民、被定义、被消费的客体,那么无论换多少个 Commissioner,杀戮场永远有空间。

Simon Levy turned London's streets and trains into his personal hunting grounds, but this is far from an isolated story of a 'madman.' From suspected sexual assaults in 2017 to convictions in 2021 and assaults on prison officers, Levy's trajectory is a textbook escalation curve. In Galtung's Violence Triangle, this is a prime example of structural violence providing the breeding ground for direct violence.

The most sickening part is the complicity of the system. Every time Levy tested the boundaries, the system handed him a ticket to keep playing. He used the rush-hour bustle as cover and the vulnerability of sex workers as a shield, while the judicial system endorsed him through bail and inadequate investigations. When a perpetrator finds their actions minimized by the structure, the only signal they receive is that the cost of preying on women is extremely low and highly viable.

The current reflections from the Met Police and investigations by the IOPC are mere PR maneuvers. From Wayne Couzens to Simon Levy, five years have passed, but the logic remains unchanged. Meta violence here manifests as a deep-seated masculine-centric narrative: women's victimization is treated as 'tolerable noise' or a 'low-priority event.' When police and judges decide whether to remand a repeat sex offender, what are they weighing? They are weighing the 'right to freedom' of a man far more heavily than the 'right to survival' of potential victims.

This isn't a failure of policing; it is the instinct of policing. As long as this system continues to view women as the Primal Race—colonized, defined, and consumed objects—there will always be room for the killing field, no matter how many Commissioners are replaced.
