Defining systemic incompetence as 'luck' because of a posteriori financial compensation is a complicity narrative, designed to transform structural mismanagement into a 'guaranteed accident'.
Network Rail's director thanked passengers for their 'patience'—a cultural shield. When the failure of public infrastructure becomes normalized and people are expected to adapt with 'patience', the power dynamic becomes profoundly skewed. Passengers have no optimal expression in this game: they either endure delays or bear the cost of cancellation. The system, by issuing refunds, simply performs a low-cost accounting trick to settle the violence gap.
