This isn't about providing support; it's a brutal pre-pricing of human life: labeling children as 'future failures' based on poverty, mental health, or family background before they even learn to think independently.
In the Violence Triangle, this is pure structural violence. Instead of addressing the root causes of unemployment—such as a broken job market or systemic resource maldistribution—the system demands a cultural layer of 'risk identification.' This 'identification' is a preemptive discipline, reducing a life trajectory to a set of correlations with NEET status. Once a child is flagged as 'at risk,' they no longer receive education; they enter an intervention mechanism designed to force them into the mold of a 'useful laborer.'
More cynically, this is a game of complicity. The government shifts the responsibility for the unemployment crisis from policy failure to the 'early signs' of the individual. If someone is unemployed at 16, the system can claim: 'We saw this coming at age 5, and we tried to intervene.' This is a form of meta violence: it monopolizes the interpretation of 'success' and 'failure,' packaging the collapse of the social contract as a biological or background deficiency.
The promise to 'turbocharge education' is a scam. The true Optimal Expression would be ensuring every child has equal Potential regardless of background, not using a shackle called 'warning' to lock their Actual into a low-end track defined by the system while they are still at their most vulnerable.
