The PSNFL (or 'persnuffle') definition introduced by Reeves is a classic weaponisation of expression: by redefining what constitutes 'debt,' the government can increase borrowing without technically breaching fiscal rules. It is the same logic as claiming a new law of physics when the hardware fails—redefining reality because the actual capacity is lacking.

On a structural layer, there is zero progress. Whether it's borrowing to acquire financial assets or allowing public corporations to tap into markets, they are merely orbiting the same capital logic. Economists argue over how to be 'bold' with borrowing, yet no one asks who actually benefits. In a masculine-centric economic narrative, 'infrastructure' and 'growth' typically translate into male-dominated engineering projects and capital gains, while the services that would actually reduce the gap between Potential and Actual—such as care and childcare—remain peripheral.

The irony is that these politicians are debating how to 'exploit flexibility' to bypass their own rules. When a system must constantly tweak its accounting standards to prove it can grow, it is engaging in a form of meta-violence—a collective self-deception. They use 'professional and rational' financial jargon to mask a structural impotence. This is a clear case of complicity: the Treasury, think tanks, and financial experts collaborate to maintain a narrative of 'attempted growth,' while the actual cost is a further mortgaging of the public's future.
