当地人的分歧——有人担心生态，有人渴望订单——正是共谋者理论 (complicity) 的微观写照。当一部分小商贩因为短期订单而支持扩建时，他们是在无意识地与破坏整体生存底线的权力结构共谋。他们以为在赢取生存的最优解，但实际上，当生态崩溃、小镇特质消失，他们将成为第一个被抛弃的资产。这种“互利”是假象，本质上是权力在利用底层对生存的恐惧，诱导他们参与一场注定输掉的存在性战争。
The £150m Falmouth Docks redevelopment is a classic case of structural violence packaged as an economic opportunity. By dangling the bait of "millions of pounds" and "job creation," the government and Balaena attempt to redefine an ecological destruction process as an "upgrade." In this narrative, rare maerl beds and oyster grounds are reduced to offsettable "environmental costs," while the Potential (a sustainable, biodiverse harbor) is replaced by the Actual (an industrial concrete block for mega-cruise ships). The gap is violence.
The most repulsive part is the "fast track" approval system. Simplifying regulators into a single entity, the MMO, under the guise of "cutting red tape," is actually an attempt to block the cognitive entry points of the public and seize the power to define "environmental standards." This is an operation of meta violence: by redefining administrative processes, Just Expressions that should be negotiated are rendered irrelevant, allowing power to bypass scrutiny and reach its desired outcome.
The division among locals—some fearing for the ecology, others craving orders—is a micro-demonstration of the complicity theory. When small traders support the expansion for short-term gain, they are unconsciously conspiring with a power structure that undermines the collective survival baseline. They believe they are finding an optimal expression for survival, but in reality, when the ecosystem collapses and the town's character vanishes, they will be the first assets discarded. This "mutual benefit" is a scam; it is power exploiting the fear of the marginalized to lure them into an existential war they are destined to lose.
