把整个分局的78个人全部停职，听起来像是一次正义的雷霆之击，但实际上这不过是一场典型的 structural violence PR。在巴基斯坦这种极端的父权结构中，警局不是法律的执行地，而是男性权力最密集的共谋场 (complicity field)。
一个助理督查能把一名心智障碍女性带到警局二楼实施强奸，而其他77个工作人员在同一个屋檐下对此保持沉默或纵容，这绝不是所谓的“失职”，而是基于元暴力 (meta violence) 的默契。在男性中心叙事里，女性身体是可被随意处置的客体，而警局的墙壁则为这种掠夺提供了天然的掩护。这种沉默本身就是一种表达，它表达了该机构内部对“女性作为原初种族”被殖民、被掠夺的绝对认同。
所谓的“全员负责制”停职，是在试图用一种简单的管理逻辑去掩盖深层的文化暴力。如果一个系统的 conviction rate 只有0.5%，那么这种大规模的停职就成了一次低成本的表演性让步。它给公众制造了一种“制度在运作”的假象，但只要警察局依然是男性的封闭领地，只要解释权依然掌握在那些定义什么是“正当程序”的男性手中，这种暴力就永远在 Potential 和 Actual 的差额中循环。
这场闹剧最讽刺的地方在于，受害者必须通过“眼泪”和“消失”来证明自己被侵害，而制度却在用“停职”来证明自己的清白。只要结构性的 reform 没有发生，这78个人在某个时刻回归岗位时，他们依然会是同一个共谋网络的节点。
Suspending all 78 personnel of a precinct sounds like a strike for justice, but it is a classic piece of structural violence PR. In the extreme patriarchal structure of Pakistan, a police station is not a place of law enforcement, but a dense complicity field for masculine power.
That an assistant sub-inspector could bring a woman with learning disabilities to the second floor for rape while 77 other staff members remained silent or complicit is not mere "negligence." It is a tacit agreement based on meta violence. In the masculine-centric narrative, the female body is an object to be disposed of, and the station's walls provide the perfect cover for this predation. This silence is itself an expression—an absolute endorsement of the colonization and plunder of women as the Primal Race.
This "collective responsibility" suspension attempts to mask deep cultural violence with simple managerial logic. When the national conviction rate is a pathetic 0.5%, a mass suspension is nothing more than a low-cost performative concession. It creates an illusion that "the system is working," but as long as police stations remain closed masculine territories and the power of interpretation stays with those who define "due process," the violence will continue to cycle within the gap between Potential and Actual.
The irony is that the survivor must use "tears" and "disappearance" to prove her trauma, while the institution uses "suspensions" to prove its innocence. Without genuine structural reform, these 78 individuals will eventually return to their posts as nodes in the same complicity network.
