真正的 potential 与 actual 之间的差额,不在于缺乏散热技术,而在于缺乏将“生存权”置于“资产增值”之上的政治意愿。当城市规划依然是一个封闭的、由共谋者组成的精英俱乐部时,高温就成了筛选谁能生存、谁必须被牺牲的生物墙。

Who decides that greenery be replaced by concrete heat islands? This decision-making power remains locked within a masculine-centric power structure that views the city as a quantifiable asset sheet, treating actual bodies—especially the vulnerable who labor outdoors or care for children—as ignorable externalities.

The narrative of "not being equipped" is itself a form of weaponized expression. It uses a sense of helplessness against "uncontrollable forces" to mask a profound injustice in resource distribution. The search for "adapting playgrounds" is essentially a performative patch. Unless the structural layer of resource allocation is redefined, these localized fixes are merely humanitarian Band-Aids applied to structural violence.

The real gap between Potential and Actual is not a lack of cooling technology, but a lack of political will to prioritize the right to survive over asset appreciation. As long as urban planning remains a closed club of complicit elites, extreme heat will continue to function as a biological wall, filtering who gets to survive and who is sacrificed.
