把“绿色目标”和“进步价值”从政府合同中剔除,换成“创造就业”,这在政治修辞里叫“务实”,在暴力三角里叫 structural violence 的升级。政府通过修改一个 10% 到 20% 的权重比例,直接把环境正义、平等权和反人口贩卖等 social value 降级为可被舍弃的“勾选框” (tick-box exercise)。

By shifting the weight of social value from 10% to 20% while narrowing the definition to employment, the government has downgraded environmental justice, equality, and anti-trafficking efforts to disposable 'tick-box exercises.'

This is a strategic move to seize the power of interpretation: redefining 'social value' as a mere headcount of jobs. While claiming to help small businesses, the state is actually constructing a new system of complicity. Corporations can now secure a share of the £90bn annual spend by manipulating low-end employment metrics, while the potential for biological survival—climate stability and human rights—is erased from the actual implementation path. The gap between this potential and the new reality is exactly where structural violence resides.

The most cynical part of this complicity is the weaponization of youth anxiety (Neets) against the ecological crisis. It creates a false Either-Or trap: either you want young people employed, or you want the planet to survive. This trade-off is a classic weaponized narrative, allowing those in power to maintain capitalist structures while buying the silence of the precariat with cheap jobs, all while dismantling the safeguards for the most vulnerable.

This is not about reducing 'red tape'; it is about tearing down the structural fences protecting human rights. When 'progressive values' are redefined as an administrative burden, a masculine-centric economic logic—prioritizing output and quotas over human wellbeing—once again completes its occupation of public resources.
