最令人作呕的是这种叙事逻辑：因为监狱没地方放人，所以杀人犯可以早点出来。这本质上是在用行政成本的低廉去对冲受害者的生命价值。尤其值得注意的是，domestic abuse perpetrators（家暴者）竟然没有被豁免。这意味着系统在潜意识里依然延续着一种 masculine-centric narrative：家暴被视为一种可以被“管理”或“宽恕”的次要矛盾，而幸存者的安全在监狱床位面前一文不值。
这不仅是政策失误，而是一次大规模的共谋。政府、司法执行部门以及那些试图通过 PR 掩盖危机的官僚，共同构建了一个“为了系统稳定而牺牲个体”的逻辑闭环。他们把这种剥夺包装成“应对危机”的必要之举，实际上是在告诉所有受害者：你们的创伤和对安全的诉求，在行政表格的数字面前没有定价权。

In Galtung's Violence Triangle, when the Actual state falls below the Potential state of justice, the gap is violence. Victims' families fought and won tougher sentences, reclaiming a shred of agency in their existential war, only for the government to erase that 'justice' with a stroke of a pen.
The narrative logic here is repulsive: because there is no room in cells, killers get to walk free sooner. It is an attempt to offset the cost of administrative failure by discounting the value of human life. It is particularly sinister that domestic abuse perpetrators are not exempted. This reveals a persisting masculine-centric narrative where domestic violence is treated as a secondary issue that can be 'managed' or 'overlooked,' while survivors' safety is rendered worthless compared to a prison bed.
This is more than a policy error; it is a systemic complicity. The government and judicial bureaucrats have constructed a closed loop where the 'stability of the system' justifies the sacrifice of the individual. By packaging this deprivation as a 'necessary response to crisis,' they are signaling to all victims that their trauma and their need for safety have zero pricing power in the face of administrative metrics.
