The direct layer is the immediate threat of fire and drowning; the structural layer is the border regime that forces desperate people into the hands of smugglers and longer, more dangerous routes to evade interception. But the most sinister part is the cultural layer—politicians are now slapping a "humanitarian" label on this cruelty.
Reform UK's "Operation Fortress" is an absurdity: defining the use of the Royal Navy to forcibly return people to France or Belgium as a "humanitarian response." This is a weaponized narrative. By seizing the interpretation of "saving lives," they attempt to convince the public that building a more rigid cage and implementing more efficient deportations is an act of mercy. When "rescue and return" is framed as the humanitarian thing to do, structural violence—the deprivation of the right to migrate and survive—is laundered into a hypocritical moral virtue.
In this narrative, migrants are not subjects but mere "numbers" and "objects" to be processed. The French authorities' statement, noting they dared not force a boarding for fear of the fragile boat capsizing, exemplifies meta-violence. In a masculine-centric, state-first narrative, these lives are reduced to variables in a risk assessment. The so-called "rescue" is merely ensuring they don't die in their own waters, so they can be swiftly purged from the sight of this "civilized" world.
