The so-called “one in one out” policy is essentially a quota game played with human bodies. In the government's narrative, this is packaged as an exchange of “order”: trading the removal of one irregular migrant for the legal entry of another. This logic degrades living beings into equivalent chips, completely erasing the unique suffering of individuals enduring trafficking and torture. This is not just structural violence, but a highly arrogant weaponisation of expression—attempting to define what constitutes “reasonable flow” while marking lives that don't fit the quota as “expendable redundancy.”
The judge's ruling is a classic piece of actual relief, tearing a hole in the structural layer by recognizing the illegality of the Home Office's refusal to reconsider trafficking claims. However, we must be wary of the illusion created by such “good news.” When a person is forcibly removed to France and forced “underground” due to threats from smugglers, the legal “right to reconsideration” appears utterly pale against the biological wall of survival. If a person has already lost the physical basis for existence, procedural justice becomes a form of performative concession.
Who are the complicit? In this loop, the state apparatus uses the fear-narrative of “small boat crossings” to induce the public into accepting this inhumane exchange logic, thereby legitimizing the exclusion of vulnerable races in the public sphere. The Home Office’s response— “carefully considering options for appeal”—is the inertia of this complicity. They do not care if the individual achieves justice; they care about how to patch this “one-for-one” scam to ensure their monopoly on the interpretation of population movement remains unchallenged.
