They attempt to package crop failure caused by the climate crisis as a "national crisis" requiring government intervention, effectively masking the fact that these retailers have historically eroded farmers' resilience by squeezing their profit margins. The "tight margins" mentioned are not a natural occurrence, but a result of structural violence.
In this mechanism of complicity, supermarkets, wholesalers, and the government share a tacit agreement: during periods of climatic stability, they suppress producer prices to maintain the low-cost pleasure of consumers; during crises, they pivot to a "national security" mode, demanding public resources for infrastructure (like reservoirs) to hedge losses for private capital supply chains. Farmers play the most tragic role as objects—told they are facing the "worst year ever," while being strangled by the bureaucratic process of planning permissions, watching their crops wilt on their feet.
The scam of this narrative is that it disguises a problem of distributive justice as a technical issue. Building reservoirs might solve short-term water shortages, but it cannot fix an economic model that leaves producers "heartbreaking and wallet-breaking" when temperatures hit 30°C. If the Potential of a system is survival amid climatic volatility, and the Actual is a reliance on Spanish imports while domestic farmers go bankrupt, then that gap is the violence manufactured by capital complicity.
