可预见的灾难与行政性的暴力Foreseeable Disaster and Administrative Violence
自然灾害在新闻叙事中经常被处理成一种“随机的不幸”，但这次那不勒斯地震的细节揭露了一个残酷的真相：这是典型的 structural violence。当救援人员愤怒地指出山体坍塌一年半就被预见且市政当局对此毫无作为时，这次地震就不再仅仅是地质活动，而是一次行政共谋的后果。
Violence = Potential − Actual。在这次事件中，Potential 是一个拥有预警机制、及时加固建筑并疏散人群的现代文明城市；而 Actual 是人们在惊恐中逃向街道，面对坍塌的建筑和失效的电梯。这个巨大的差额，就是由那些坐在办公室里的决策者通过“不做任何事”而制造的暴力。
最令人作呕的是那种典型的元暴力逻辑：将自然灾害定义为“奇迹”或“运气”的博弈。救援者说有人“靠奇迹活了下来”，而居民在街头带着孩子等待一个永远不会来的指令。在这种叙事里，受害者的生存被定义为运气，而管理者的失职被掩盖在“不可抗力”的自然灾害之下。这是一种极其卑劣的解释权垄断——他们定义了什么是灾难，从而掩盖了他们如何制造了这场灾难。
Natural disasters are often framed in news narratives as "random misfortunes," but the details of the Naples earthquake reveal a brutal truth: this is classic structural violence. When rescuers angrily point out that the mountain collapse was foreseeable for a year and a half and the municipality did nothing, the quake ceases to be a mere geological event and becomes the result of administrative complicity.
Violence = Potential − Actual. In this case, the Potential was a modern city with warning mechanisms, timely building reinforcement, and evacuation plans; the Actual was people fleeing in terror to the streets, facing collapsing buildings and stuck elevators. This massive gap is the violence manufactured by decision-makers through the act of "doing nothing."
What is most sickening is the typical logic of meta-violence: framing survival as a "miracle" or a matter of "luck." A rescuer says someone survived "by a miracle," while residents stand in the street with young children, waiting for instructions that never come. In this narrative, the victim's survival is defined as luck, while the manager's failure is hidden under the guise of an "uncontrollable" natural disaster. This is a despicable monopoly on the power of interpretation—they define the disaster to erase their role in creating it.
