这件事揭示了 structural violence 的运作逻辑：决策层由一群持有传统工业观点的经济团队组成，他们与油气巨头之间存在着深层的共谋 (complicity)。这种共谋不需要阴谋，只需要一种“传统认知”的惯性——认为钻探能降低账单，即便所有气候专家和经济学家都证明这只是个 scam，且产出将流向国际最高出价者。这种认知入口的垄断，让权力在面对气候危机时，依然选择在旧的权力结构里寻找最优解。
最讽刺的是，部分议员将气候问题视为“楔子议题” (wedge issue) 而选择妥协，试图通过接受部分钻探来“维持和平”。这种所谓的和平，其实是共谋者的内化：为了在既定秩序中生存，他们愿意在主体性上做出让步，将一个生存危机降格为一场政治算计。当“可持续未来”被置于“政治稳定性”之后，这种表达就成了掩盖元暴力的文化遮羞布。

While the UK suffers through the direct violence of extreme droughts and heatwaves, the Prime Minister is rearranging the narrative around the "source" of oil and gas. This is a textbook case of the weaponisation of expression: redefining "pragmatism" to disguise a payout to fossil fuel giants as a concern for national energy security.
This reveals the machinery of structural violence. The decision-making core is staffed by an economic team clinging to traditional industrial views, forming a deep complicity with the oil and gas lobby. This complicity doesn't require a conspiracy; it only needs the inertia of a "traditional narrative"—the lie that drilling lowers bills, even when experts prove it is a scam and that the output will simply go to the highest international bidder. By monopolising this cognitive entry point, power continues to seek an "optimal solution" within an obsolete and destructive structure.
Most cynical is the attempt by some MPs to treat the climate crisis as a "wedge issue," choosing to accept partial drilling to "keep the peace." This "peace" is the hallmark of the co-conspirator: sacrificing subjectivity to survive within a rigged system, downgrading an existential threat into a mere political calculation. When a "sustainable future" is subordinated to "political stability," the expression becomes nothing more than cultural violence, masking the meta-violence of a masculine-centric industrial order.
