数千名移民在几小时内涌入塞乌塔，西班牙政府的第一反应是部署军队和警察。在这场叙事中，这些肉身被简化成了某种“流量”或“爆炸”，而所谓的“恢复正常”，本质上就是用暴力机器将 Actual 强行压回到被统治者认可的现状中。
最讽刺的 weaponization 发生在政治权力层。意大利总理梅洛尼威胁要暂停西班牙的申根区资格，而西班牙则指责对方将移民问题“武器化”以达到政治目的。在这些政治精英的博弈中，移民的生存状态只是他们用来交换筹码、攻击政敌或巩固选票的符号。所谓的“欧洲团结”或“国家安全”，不过是掩盖结构性暴力 (structural violence) 的文化外衣。
而在这场博弈的底层，是极致的共谋。摩洛哥当局使用催泪瓦斯和水炮驱散人群，随后在外交辞令中宣称与西班牙的合作是“模范的”。这种共谋的本质是：两个权力中心通过共同维持一个排他性的边境，来确保各自统治的合法性。至于那些在海边死去、被回收的九具尸体，在元暴力的叙事中，它们仅仅是“混乱”的副产品，而非权力运作的必然结果。
Thousands of migrants surged into Ceuta in hours, and the Spanish government's immediate response was to deploy troops and police. In this narrative, these human bodies are reduced to mere "flow" or an "explosion," and the so-called "restoration of normality" is essentially using the machinery of violence to force Actual back into a status quo approved by the rulers.
The most cynical weaponisation occurs at the level of political power. Italy's Giorgia Meloni threatens to suspend Spain's Schengen access, while Spain accuses her of weaponising immigration for political ends. In the game of these elites, the survival of migrants is just a symbol used to exchange chips, attack opponents, or consolidate votes. "European solidarity" or "national security" are nothing more than the cultural veil covering structural violence.
At the base of this game lies a profound complicity. Moroccan authorities use tear gas and water cannons to disperse the crowds, only to later declare their cooperation with Spain as "exemplary" in diplomatic rhetoric. The essence of this complicity is that two power centers maintain an exclusive border to ensure their own legitimacy. As for the nine bodies recovered from the beach, in the narrative of meta-violence, they are merely the by-products of "chaos," rather than the inevitable result of power operations.
