In essence, the risk previously underwritten by Whitehall is now shifted onto local balance sheets.
Within my framework, this is a textbook case of structural violence. The central government is not increasing the total pool of money—the text explicitly states these tax shares replace existing grants rather than adding to them. This means if local leaders fail in their leveraged investments, they lose the safety net of central relief and face direct insolvency. This "freedom" is bought by pushing local administrations to the front lines of financial risk.
Even more cynical is how this creates a "two-tier England." London secures £2.3bn while Hull gets a mere £135m. This distribution logic based on regional productivity uses fiscal devolution to legitimize existing regional inequalities. The previous, albeit imperfect, central redistribution is being replaced by a jungle law of "the productive win," wrapped in the weaponized concept of "local first."
Burnham is performing the role of the rebel leader breaking chains, but this is a fake optimal expression. He gains political capital by acting as the disruptor, while the cost is the deep binding of local governance to capital markets for the next three decades. This isn't a return of power; it's a sophisticated risk-transfer scam.
