In the narrative of sports governance, this is framed as 'flexibility' or 'leniency,' but through the lens of the Violence Triangle, it is textbook structural violence.
By decoupling the women's teams from the general ban, the IIHF is objectifying female athletes as political bargaining chips. In a masculine-centric narrative, male athletes represent state power, force, and glory; their ban is a game of 'sovereignty' and 'punishment.' Female athletes, however, are presupposed to be 'non-political,' 'docile,' or 'low-risk.' This distinction isn't about protecting women; it's about leveraging their perceived 'lack of threat' to test the boundaries of international tolerance or as a trial balloon for diplomatic thawing.
'Risk assessment' is a weaponized term. It implies that the eligibility of women no longer depends on just principles, but on whether a male-dominated Council deems them 'safe.' This 'separate review' strips female athletes of their status as independent political subjects and turns them into objects awaiting a granted privilege.
The irony is that in this 'flexible' approach, women become the victims of complicity. If women are allowed back while men are banned, it creates no structural victory. Instead, it reinforces the cultural violence that women are 'subsidiary' or 'harmless,' ensuring that upon their return, they remain in a position of being granted permission rather than possessing a right.
