当一个地区的儿童行人伤亡率比富裕地区高出五倍时,这已经不是所谓的“交通事故”,而是一场精准的结构性暴力 (structural violence)。在加尔通的暴力三角中,这种差额就是暴力:一个孩子本应拥有的安全通行权(Potential)与现实中被车辆撞击的惨剧(Actual)之间的巨大鸿沟,是由邮编决定生存概率的制度性盘剥。

最令人作呕的共谋 (complicity) 在于,这种风险分布与资源分配高度重合。富裕地区拥有更好的基础设施、更严格的限速管控和更安全的步行环境,而贫困地区的儿童在穿越马路时,面对的是被忽视的基建和被默许的超速。政府发言人所谓的“每个人都应感到安全”不过是文化层面的 PR 掩体,试图用一种中立的、普世的叙事来掩盖资源分配的极度不公。

When child pedestrian casualties in deprived areas are five times higher than in wealthy ones, it is no longer a "traffic accident"—it is a precision deployment of structural violence. In Galtung's Violence Triangle, this gap is the violence itself: the chasm between the safety a child should have (Potential) and the reality of being struck by a vehicle (Actual), a systemic deprivation where survival probability is determined by a postcode.

The most nauseating complicity lies in the overlap between risk distribution and resource allocation. Affluent areas enjoy superior infrastructure and strict speed controls, while children in poor areas face neglected roads and tacitly permitted speeding. The government spokesperson's claim that "everyone should feel safe" is merely a cultural mask, a neutral, universalist narrative used to cover up the gross injustice of resource distribution.

A cruel meta-fact emerges from the data: even among car occupants, those in deprived areas face higher risks despite lower mileage. This means the poor are not only abandoned as pedestrians; even within the relative safety of a car, the environment they navigate remains hostile. It is a total deprivation, where the value of lower-class lives is priced into the physical geography.

This violence is packaged as "statistical data" and "traffic analysis," making it appear as a technical problem to be solved by "targeted investment" rather than a political crisis of class and survival. If this gap has widened over a decade, it proves the system is not repairing itself, but optimizing resources for the top, subconsciously validating the expendability of those at the bottom.
