Starting from 1988, when Thatcher forced councils to close care homes and outsource them to the private sector, the state effectively threw the most vulnerable—dementia patients and the women who care for them—into the meat grinder of Private Equity.
In this system, the gap between Actual and Potential states is maximized. For-profit homes slash care quality to inflate margins while bankrupting families through astronomical costs. The most insidious Cultural Violence here is the narrative that care is a 'personal responsibility' or a 'game of fate,' leading the public to subconsciously accept this exploitation. Only when 78% of local council funds are swallowed by this black hole do people realize that the so-called 'free market' is actually a scam designed to bankrupt the poor and enrich the asset-holders.
Andy Burnham’s attempt to establish a National Care Service is an effort to reclaim these weaponized resources for the public. However, the critical complicity node in this war is: who pays? If the burden still falls on the young via NI contributions while the wealthy elderly escape through capital gains, it remains a form of intergenerational plunder. A Just Expression requires those holding the wealth to pay the price, rather than letting the most powerless continue to conspire in their own exploitation under the guise of 'voluntary' contribution.
