However, applying the Violence Triangle, this is simply a performative display of "passion" and "humanity" at the cultural layer, designed to mask the deep-seated structural violence. The "Westminster graveyard of good intentions" exists not for lack of individual political will, but because the system itself is predicated on the exploitation of specific groups.
Note the mention of "unpaid carers" and their sacrifices. In the structure of social care, the vast majority of this unpaid labor is performed by women. This "sacrifice" is romanticized as family duty, but it is actually a stable complicity between patriarchy and capitalism: by defining care work as "love" and "instinct," the system internalizes massive costs within women to maintain low public spending. Burnham discusses investment, pay, and "profiteering" by private firms, yet he fails to address the meta-violence—the gendered erasure of value in care labor.
If a reform plan only focuses on "boosting pay" or "funding options" without redefining the subjectivity of care work, it remains a mere patch on a masculine-centric narrative. This "impressive start" is often another form of weaponized expression, using a seemingly radical gesture to offset anger over structural inequality, until it inevitably slides back into inertia and becomes the 23rd forgotten review.
