Terms like "swift action" are nothing more than PR scripts at the cultural layer. The true structural violence lies in the fact that these institutions monopolize the collection of private data without providing equivalent protection. By defining the risk as 'low,' they perform a secondary discipline on the victims: if the authorities say it's not serious, then your fear is merely an overreaction.
