This reveals a brutal truth about FIFA's internal structure: the official 'governance' is merely a performative shell; actual power operates within a black box. Member associations are either co-conspirators taking a $20 million payout to buy their silence, or victims of structural violence who find their agency stripped away before being asked to protest a pre-signed contract.

The anger from UEFA and Concacaf isn't simply about safeguarding the 'soul of football'—in an era of total capital invasion, invoking the 'soul' is a cheap cultural narrative. What they truly fear is the loss of interpretive power. Once private investors enter, the expansion of the World Cup, its frequency, and its commercial logic will no longer be decided by the gaming of football associations, but by Return on Investment (ROI). When football is defined as a 'product' rather than a 'sport,' all traditional and just expressions that do not align with capital growth will be discarded as redundancies.

Whether this 'rebellion' succeeds depends on whether these associations are willing to truly tear up their complicity agreements. If the end result is simply negotiating for a larger slice of the cake, then this entire episode is just another game of bargaining over pricing power, and football has, in fact, been sold out.
