By providing a bursary to fix a system quirk, the government isn't granting freedom; it is implementing a more rigorous conditional support mechanism. When survival resources become "conditional," they cease to be rights and become rewards for obedience, where the price is a mandatory performance of "engagement" with state-defined support.
This is a classic escalation of structural violence. By calculating the precise loss of a single-parent household under Universal Credit, the state uses a £4,500 bribe to nudge youth into vocational tracks pre-determined by capital and the government. The "expectation" mentioned by McFadden is actually a coercive demand. It reduces systemic failures—like youth unemployment and mental health crises—to a matter of individual "willingness" to seize opportunities. If you resist, you are labeled as "sticky" or lazy.
The most sinister complicity lies in the narrative: the government poses as a benevolent listener to charities, framing systemic violence as an accidental "quirk."
