Contrasting with Starmer, nicknamed "Never Here Keir," Burnham’s strategy is a textbook optimal expression. By delegating foreign policy to complicity-partners like Ed Miliband, he maintains the facade of "global responsibility" while reclaiming the bulk of his attentional resources for domestic use. This structural shift is an existential war of resource reallocation. He doesn't need to be a diplomat; he only needs to be a "well-briefed and charming" symbol, while the actual gaming is handled by his team of co-conspirators.

However, the attempt to forcibly decouple "domestic" from "international" is a structural scam. As Starmer noted, household bills and the Strait of Hormuz are never isolated. Burnham is manufacturing a narrative window of "prioritising home," but this is merely a cultural veil. When Iranian tensions or Trump’s erraticism trigger global economic upheaval, this "domestic priority" will instantly collapse. Every moment he seizes for domestic policy now is merely a hedge against the inevitable international crash. The win or loss of this game depends not on who he meets, but on whether he can maintain his defined identity when the global chaos finally lands on his desk.
