This logic is a textbook example of weaponized expression. It packages government KPIs, such as "employment rates" and "cutting the benefits bill," as "care" for the youth. In this narrative, education is no longer about the awakening of subjectivity, but about becoming a precision-engineered plugin for human resource needs. The so-called "parity" is actually a mechanism to funnel more people into pre-determined, low-mobility bottom-tier tracks. If a region's economic pillar is low-end manufacturing, children there should be trained as compliant screws from age 14, rather than using an academic route to question the legitimacy of this structure.
The most repulsive complicity lies in describing this as "devolution" and "decentralization." In reality, power has not been handed to the students; it has merely shifted from Whitehall to local businesses. This is a transfer of the meta-violence's interpretive power from the state to capital. When education is directly pegged to the local jobs market, schools become corporate preparatory classes, and students become pre-priced commodities. This "optimal expression" may solve the unemployment crisis for politicians, but for the individual, it is simply the construction of a cognitive wall atop the biological wall.
