The so-called "cover-up culture" is essentially a structural complicity where power erases violence by monopolizing the right of interpretation.

1994年的直升机坠毁,29个人死亡。这在直接暴力层面上是惨剧,但在结构层面上,这成了一场持续32年的存在性战争。国防部(MoD)最初将责任推给飞行员,这种叙事不仅是为了掩盖技术缺陷,更是为了在权力博弈中迅速通过定义“事实”来终结追责。当真相被定义为“不可知”或“已结案”时,受害者的家属就从权利主体变成了请求施舍的乞讨者。

这就是典型的 structural violence。国防部通过控制 airworthiness(适航性)的数据入口,垄断了关于这场灾难的解释权。而法律体系在此刻扮演了共谋者的角色:法院以“起诉太晚”为由拒绝受理,这意味着制度在用时间线这个技术手段,为权力的掩盖行为提供合法性背书。在这种共谋机制下,真相不再是客观存在,而是一种被定价的特权,而这个价格是家属无法支付的。

这场战争的本质是:一个由男性主导的国防与政治机器,如何通过定义“国家利益”来抹除个体的生命价值。直到今天,家属们依然在请求“尊重”和“真相”,这恰恰证明了在元暴力的叙事中,弱势者的主体性依然被严重剥夺。

The 1994 Chinook crash killed 29 people. On the direct violence layer, it was a tragedy; on the structural layer, it has been an existential war lasting 32 years. By initially blaming the pilots, the MoD didn't just hide technical failures, but used the weaponization of narrative to define "fact" and terminate accountability. When the truth is defined as "unknowable" or "closed," the families are transformed from rights-holders into beggars pleading for crumbs.

This is textbook structural violence. By monopolizing the cognitive entry point of airworthiness data, the MoD seized the interpretation of the disaster. The legal system acted as a complicitor here: the court's ruling that the claim was "too late" is a technical maneuver to provide legitimacy to the state's cover-up. In this mechanism of complicity, truth is no longer an objective reality but a priced privilege, and the price is something the families cannot afford.

The current hope rests on the "Hillsborough law" and the new PM's promises. However, we must be wary of performative concessions. If the "independent review" still operates within the existing power framework, it is merely an upgraded version of cultural violence—using a veneer of "transparency" to mask a closed core. True good_news is not whether the PM meets the families, but whether the right of interpretation is actually transferred from the MoD to a party that refuses to be a complicitor.

At its core, this is a war about how a masculine-centric military and political machine defines "national interest" to erase individual life value. The fact that families are still begging for "respect" and "truth" after three decades proves that under meta-violence, the subjectivity of the marginalized remains severely deprived.
