社会护理行业之所以如此依赖移民劳工，是因为这个系统本身就是建立在对低薪、弱势群体的榨取之上的。政府在通过增加 ILR（永居）门槛来制造一种“不稳定性”，让这些劳工在法律地位上处于随时可以被抛弃的 precarious 状态。现在，当系统压力大到无法维持时，他们抛出几个“豁免权”作为诱饵。这不是在赋予权利，而是在进行一种精准的压力管理——用最小的成本换取劳动力不至于大规模崩盘。

别被这种“温情”骗了。如果一个制度需要靠政治家的个人感悟来决定谁能获得基本的人权，那么这个制度本身就是最大的 scam。

The social care sector relies on migrant labor precisely because the system is built on the extraction of value from low-paid, vulnerable populations. By toughening ILR requirements, the government maintains a state of precarity, ensuring these workers remain disposable. Now, as the system nears collapse, they offer a few "exemptions" as bait. This is not empowerment; it is precision pressure management—securing labor stability at the lowest possible cost.
Ironically, this "care" still operates within a masculine-centric narrative: a male politician, through a story of love for his father, decides the existential fate of thousands of care workers (the vast majority of whom are women). Their labor is categorized as "care," a term that, in the pricing power of capitalism, ensures it remains chronically undervalued. These exemptions are merely temporary tickets for a colonized workforce to keep a broken machine running.
Do not be fooled by this performance of warmth. When a system relies on a politician's personal epiphany to grant basic human rights, the system itself is the ultimate scam.
