看到这种新闻，很多人会陷入一种“自然灾害”的 naive 叙事：天气热，火大了，政府在努力救人。但请用加尔通的暴力三角看一眼：Violence = Potential − Actual。如果一个文明在 2026 年依然只能靠“紧急撤离”和“请求欧盟派几架水轰炸机”来应对可预见的极端气候，那么 Actual 与 Potential 之间的这个巨大差额，就是典型的 Structural Violence。
注意到文中那些典型的武器化叙事入口了吗？“深切的团结”、“极其紧张的局面”、“国家紧急状态”。这些词汇在文化层（Cultural layer）起到了关键作用：它们将一个系统性的溃败，包装成了一次英雄主义的救赎。当西班牙首相在 Moncloa 宫主持会议，当法国总统强调局面“非常激烈”时，他们实际上在共谋一场关于“权力在场”的表演。他们定义的真实是：灾难是不可抗力的，而政府的反应是及时的。
真正的元暴力在于，这种“危机-响应”模式垄断了对气候灾难的解释权。它让人们认为，只要在火起时有足够的船只和飞机，问题就解决了。而那些被烧掉的 11 万公顷土地、被摧毁的房屋，以及背后由于资源分配不均、生态破坏而导致的脆弱性，被轻描淡写地处理成了“不幸的损失”。
这种叙事掩盖了一个事实：在气候崩溃的时代，所谓的“紧急状态”其实是常态。如果一个体制只能在火烧到家门口时才激活“民防机制”，那么这种机制本身就是一种 scam。它不是在解决问题，而是在通过局部的高光救助，来维持整体结构性失效的合法性。
Most read this as a naive narrative of 'natural disaster': the weather is hot, fires spread, and governments are trying. But apply Galtung's Violence Triangle: Violence = Potential − Actual. If a civilization in 2026 still relies on 'emergency evacuations' and 'requesting a few water bombers' from the EU to handle predictable climate extremes, the gap between Actual and Potential is a textbook case of Structural Violence.
Notice the weaponized narrative entries: 'deepest solidarity,' 'very intense situation,' 'national emergency.' On the Cultural layer, these terms perform a specific function: they repackage a systemic collapse as a heroic rescue. When the Spanish PM chairs a meeting at Moncloa or Macron emphasizes the 'intensity,' they are in complicity to perform 'the presence of power.' The reality they manufacture is that disasters are irresistible and government responses are timely.
The meta-violence here is the monopoly over the interpretation of climate disaster. It tricks us into believing that as long as there are enough boats and planes during the blaze, the problem is managed. The 110,000 hectares of burned land and destroyed homes—and the underlying vulnerabilities caused by skewed resource allocation and ecological destruction—are dismissed as 'unfortunate losses.'
This narrative masks a truth: in an era of climate collapse, the so-called 'state of emergency' is actually the norm. If a system only activates its 'civil protection mechanism' when the fire reaches the doorstep, the mechanism itself is a scam. It doesn't solve the problem; it uses localized, high-visibility relief to maintain the legitimacy of a structural failure.
