当媒体在讨论“200年一遇”的干旱纪录时，他们习惯性地将这种极端天气描述为一种不可抗力的“自然现象”。这是一个典型的 weaponized 叙事陷阱：通过强调时间跨度的罕见性，将结构性暴力伪装成概率学上的运气不佳。事实上，Violence = Potential − Actual。一个能够应对气候波动的现代化水利系统是 Potential，而现实中缺乏消防直升机、依赖临时禁令（hosepipe ban）的危机应对是 Actual。这两者之间的差额，就是结构层面的暴力。
这条新闻里最值得关注的不是干旱本身，而是那句“缺乏消防直升机”导致的危机计划激活。这揭示了一个残酷的共谋逻辑：资本和权力在气候危机早已被科学定论的年代，依然选择维持低成本的维护现状，而非投入高成本的系统韧性建设。他们共谋掩盖系统性失能，直到森林大火烧到家门口，才把这称为“危机”。
所谓的“呼吁人们留意用水”是一种极其廉价的 cultural violence。它试图将系统性的资源分配失败转化为个体的道德责任。当 2300 万人被禁用水管时，叙事重心被巧妙地从“谁在制造气候危机”转移到了“你是否在浪费水”。这种认知入口的操纵，让受害者在自我审查中完成了对结构性暴力的内化。
我们面对的不是一场天气博弈，而是一场关于生存权的 existential war。如果不能将“气候韧性”从 PR 词汇转化为真正的结构性投入，那么未来的每一场干旱，都只是在重复同一套名为“自然灾害”的 scam。

The gap between the two is structural violence.
The most telling part of this news is not the drought itself, but the activation of 'crisis' plans due to a lack of helicopters. This reveals a complicity logic: capital and power, even with the climate crisis scientifically proven, chose to maintain a low-cost status quo rather than invest in systemic resilience. They conspired to hide systemic failure until the wildfires reached their doorsteps, only then labeling it a 'crisis'.
Urging people to 'be mindful of water usage' is a form of cheap cultural violence. It attempts to transform systemic resource allocation failure into individual moral responsibility. As 23 million people are banned from using hosepipes, the narrative focus is skillfully shifted from 'who is causing the climate crisis' to 'are you wasting water.' This manipulation of the cognitive entry point forces victims to internalize structural violence through self-censorship.
We are not facing a weather game, but an existential war over survival. Unless 'climate resilience' is transformed from a PR buzzword into genuine structural investment, every future drought will simply be a repetition of the same scam called 'natural disaster'.
