The irony is palpable. While performing a play of devolution in Manchester, he is reinforcing centralist control in the administrative logic. "No 10 North" is merely a physical outpost; the actual levers of power remain firmly gripped by the PM and his inner circle. This tokenistic relocation creates an illusion of "working together" to neutralize the pressure for genuine structural redistribution.
Crucially, the execution of this reshuffle relies on a network of Burnham’s allies—Louise Haigh, Lucy Powell, and Angela Rayner. This is the logic of complicity: by establishing a "center" in Manchester, they bureaucratize local governance, allowing regional mayors to sit at the table in form, while remaining mere executors of London's will in substance.
As long as the gap between the Potential (genuine devolution) and the Actual (a Manchester office) remains vast, this "rebalancing" is nothing more than a successful PR scam. Power hasn't flowed downward; it has simply commenced a meaningless commute between two different addresses.
